Our government's attitude towards international relations:
-If you do not have nuclear weapons, we will invade your country if we feel like it.
-If you do have them, we gonna leave yo' ass alone!

That's a little and cut and dry. How about:
- If you have:
. a history of trying to attain nukes
. thrown out the people who were supposed to make sure you were no longer trying to attain nukes
. a known reputation for not being afraid to use WMDs even on your own people
. attempted to assasinate one of our presidents
. a desire to sponsor a terrorist act in this country
. maybe talked a few times to a known terrorist organization
. been a general bad-ass that no one is going to miss anyway...
then we will invade your country.
- If you have nukes but you pretty much stay in your own box and are surrounded by a few other major players in the region who are also nuclear powers and who incidentally would probably not be too keen on us invading someplace in their backyard unless its really called for... then we ignore you and try to get your neighbors to take the lead on this one.
